History: In 2006, recognizing the sensitive
nature related to zoning issues, the Town of Hamilton
as a principal partner of the PCD, along with the
other two PCD partners, Village of Hamilton and Colgate
University, requested the PCD to act as a facilitator
in the zoning revision process. The PCD provides
support and guidance to the Zoning Revision Committee
(volunteers), who are diligently working to develop
a work product that will meet the needs of the Town
and, will more importantly, gain Town Board and public
acceptance. The PCD in its limited administrative
role will strive to ensure that the process remains
open to public participation and that the end result
is reasonable and effective in today’s environment
for the Town of Hamilton and residents.
The Town of Hamilton’s
zoning ordinance, which applies only to those areas
of the Town outside of the Villages of Earlville
and Hamilton, was enacted in June of 1975 and amended
in 1980, 1987, 1988, and 1989. Subsequently, the
Town adopted subdivision regulations in October 1988.
This latest revision effort intends to serve the
Town well for the near term, but it must be recognized
that the process and the needs are fluid and therefore
will require ongoing attention.
Technical Assistance
In 2007, the PCD continued to offer direct technical assistance to area businesses or intended start ups through the USDA Rural Business Enterprise Grant program. While assistance for website design seemd to be the number one priority for most small businesses, other services provided included business plan development, architectural design, legal services, tax advice, marketing assistance and graphic design services. A diverse group of business types, inlcuding a floral shop, auto repair, fine artist, natural homemade soaps, specialty kithcenware and a local merchant association were able to participate in the program.(Click to view samples) Testimonials received from program participants speak directly to the impact this assistance has provided and to the overall benefit the program provides. The PCD is seeking to replenish Technical Assistance funds through a recently submitted Community Development Block Grant (CDBG) on behalf of the Village of Hamilton. The PCD continues to accept applications (click link) for technical assistance while awaiting grant/funding notifications. Please contact the office for further information.
